Officially, the reason for RI's ban wasn't disclosed. But some Chinese dude explained that the real reason for the ban was that the novel's content reflected the author's views and dissatisfaction on society and that the theme in general is too dark. Other novels that were banned are still able to be searched online but RI is given special censorship treatment and it's actually hard to find it on Chinese pirated sites, because of the character names "Bo Qing" and "Xi Jianping" which alluded to real world political figures.
While other authors were told that they crossed the line and had to make changes, Reverend Insanity was outright banned with no explanation. If he wants his novel unbanned, Gu Zhen Ren has to appeal against the SHDF (National Office Against Pornography and Illegal Publications) BUT I'm not really 100% sure if that's the office he has to appeal against, or some other office. I'm only regurgitating what I read in some Chinese forums but my chinese is grade school level and I struggle to read stuff.
Who's to blame for the ban? Well, the ban wave was already going to happen and RI was likely going to be banned without anyone doing anything. But there's this person named Tang Jia San Shao (author of soul land) who climbed up the government ladder and happened to submit a proposal to set standards for webnovels a few months before the ban happened. And when it did, it was exactly as his proposal described. Naturally, he received most of the backlash because it's easier to blame him than the government, even though there was some evidence that the ban was already about to happen before his proposal. But he's not entirely innocent. His own novels which contained vulgar and Sus content did not get banned, not even one of them, but ALL of his competitors (including Reverend Insanity which was doing better than his novels) got banned either temporarily or permanently / forced to stop updating and fix their sht which kinda boosted his novels popularity even though he was already very popular. I also saw somewhere that his supporters had a movement to mass report his competition and any rising star novels to help him. That was in some Chinese forum in 2019 tho"
