Wouldnt It be more useful to use the person who broke the law instead of killing them? Like by making them do specific chores like cleaning around or any other job that no one wants to do in the city? And since there are only a few kids in their city wouldnt It be smart to protect them? By making sure that they are educated, well fed and healthy so they can keep the population going after the adults die?
