I think he was trying to fill all the societal roles in the town and thats why he only takes the people that he needs. Im assuming that he had already taken in the other kids before that and so thats why he didnt have a need for them.
Idk abt the whole societal roles cuz I rlly wonder what the rest of the ppl in town help with or what their roles are that could be deemed important. Like it feels like they're the one controlling guwon. At the beginning it looked like guwon wanted to save teach but he first needed a reason, like a title deemed worthy or accepting by the town or the doc cuz he seems the most sus and they wouldn't question or make a whole fuss. Idk I js can't believe he'd kill his wife and kids brutally unless he actually does have some sort of split personality. Also it doesn't make sense for me he'd take those kids in but not the docs why what makes then any different??
