But is that enough to be enemies? All of the organization's motivation is trying to avoid triggering war as much as possible.
They had 2 wars against eachother already and just keeping peace for the sake of the citizens but arent alies
Plus they are both secret organization and have no idea what are their intentions and how they operate . It might seem simple enough to join forces but Bc the countries are already enemies theres not any trust to build on to begin with

They’re neither allies nor enemies. The peace talks between their countries are just for show. Unlike today, where we have treaties and groups like the United Nations that stop member countries from using force against each other, Westalis and Ostania don’t have anything like that. So both sides stay on guard and keep building up their defenses.
WISE and the Secret Police aren’t working together to stop a war—their job is to keep an eye on each other countries.
They're from enemy countries. With their respective intel they believe the other country is trying to start a war and although they're trying to prevent that, the Secret Police are doing it with the notion that they want to dominate the west, while WISE is trying to keep peace and prevent innocent people from dying in the name of another war.
Can someone explain to me why the secret police and Wise are enemies? Don't they have the same goal?
