I think that was because the first emperor found the mc repulsive and feared the repercussions of her being a 'cursed' person and wanted her out once he was a settled king, and he also wished to kinda benefit off of her and sell her two more times so that he can receive either allies or well money. Plus the most important factor was the witch's instructions. But the translations are wonky af and sadly I believe it won't be that well explained despite that as well. Our best bet can be someone who knows novel spoilers

It was the steps the witch instructed him to do. He benefited from this bc of the deals he got out of it but he had to do it anyway because the witch stated it had to be done this way so she can pin the sins on the MC when the time comes for “karma” due to the witch changing the MC’s fate. The witch would have gotten in trouble but she basically made it to the MC taking the fall after being married three times. The MC will die and the gods will collect/get her for what the witch did. The witch is stealing the MC’s life force everytime she marries and dies for her husbands.
the story is kinda confusing as there are many things that are hard to understand . it's kinda annoying. I will not continue reading
