Well, now that i think about it there is also a chance of him being his twin who has come back after many long years to inherit the Phantomhive. And wants to steal Ciel's identity as Phantomhive's heir.

Um, if you're an impostor of course you would take on someone else' name. INCLUDING your own twin brother's...? How that does not make sense I don't know.
