Its simple, he is an state agent. I feel like I don't understand what's going on in this story. It's like I'm not connecting to it like I thought I would. Maybe I have to reread it. I was reading Falling Sheep and it makes sense. Falling Sheep is so good. But I feel like story is not making sense for some reason.
