I have a theory that there is a intergalactic war or some sort of conflict so they have to be on alert 24/7 and many planets have their own armies (cyborgs of some sort) so they deploy them to other planets (sort of like EU share assets in times of need with other countries) to spread protection and control over that area. But the thing with our sexy cyborg is complicated at least for me. I think of two options here. Either it's like you said it wasn't his choice and they just had to take men to war so he had to undergo changes. And second, maybe he lost someone to war so he willingly become more robotic to protect others so he didn't care to what extent they go with him that's why others are like damn you have so much body work done but it can also be bc he was in war or sth so the planet ruling ppl have more cash for their soldiers or sth like that. But I would love more back story (≧∀≦)
