basically: the top overthrew the government when he was younger because some oldie asked him to
    > idk for 100% but i think oldie became king? or just below the king or someone really powerful
    > the top became an influential political figure
    > obviously killed the bottoms while family
    > time passes, the events of the manhwa take place
    > now people want to overthrow the top and the oldie
    > the new white hair guy wants to lead everything
    > means the top has to prepare for war
    > white hair is now his biggest rival

To add to this. It was an issue of succession and the bottom's family were influential loyalists, while the nobleman who came to offer the top a way out of the battles in the north was a revolutionary.

The top participated in the revolution explicitly for his own political gain, and because his father would lose power under this new structure as well.

Hojok (feif lords) of various regions have yet to be brought under the control of the newly centralized government. Part 1 had the top bringing the lords of one specific region to heel, and now hes on to another region. While continuing his governorship of the previously conquered lords of last season

The white haired guy is attempting a coup to keep the power of his regions lords and their clans and possibly even secede from the government as a whole.
