He was in disguise as a merchant Count because he has figured out Marie is the princess and wants her both for political reasons and because she interests him. He also obviously is an enemy of their nation and has also been trying to do stuff to make them weaker as a nation, like introducing gambling and messing with trade stuff if I remember right
