I think (never read the book) Carcel's love and devotion to Ines, from their very first lives, were so strong and powerful, the god gave him and Ines endless chances to live again and again until their paths end in one single lane towards each other's embrace. I don't think he had wished anything selfish like Ines ending up with him again, but he must had wished Ines find happiness and the god simply gave her chances to that but, unfortunately, her happiness was ultimately in Carcel's side. I don't know, I'm just musing.
But if we're talking about the book spoilers, everything is ultimately that pepper dick head's fault. He felt so inferior to Carcel and Ines, that he wanted to defile Ines and ruin their lives in every lifetime. If only he let Ines go in her life with Emiliano, they wouldn't have to constantly hide and runaway, selling anything and everything, and they would eventually find stability and live peacefully and normally. Ines would have probably forgotten or forgiven him and die peacefully. I hope he suffers from heartbreak, loneliness, isolation, hatred and a very long, agonizing, and excrutiating physical pain.
