It’s a narrative choice, called framing device I think. happens quite often in stories where you want someone else to create the intrigue, and then introduce the mc unconventionally.
Maybe to show that a stranger has arrived in town and how he is different from the rest. Also gave us a chance to find out the character of the future FL.
Why did the story start first with the girl's pov? Nothing against her really I just find it odd :')
