Yes the dwarven kingdom hosts many races but none of them get along. The dwarf king just does not allow fighting. What Rimuru hopes to establish is common understanding between all races.

Isn't it because Gobuta is still a child ore at least a teenager. Rimuru wouldn't let him go in to that hostess bar because he was to young.
