I think that he became like this because she was so controlling.
She thinks she the only smart person in the room hence everyone should follow her.
She’s doing the same thing with her brother as the head of the family. Not letting him actually act like the head

Honestly, I don't think the emperor is dumb, more like he allows the empress to act the way she does because it doesn't harm him in any way. The son though lol.

The Empress is indeed caculating but also short sighted from being too confident, one that surprises me is how "dumb" her son is. Her son is just confident with really no skills especially comparing to Perez. Well, I guess in a way its refreshing in a way.
