I think it's just his breed. He is a shepard dog and they usually have lots and lots of fur if he shaved he would probably look like the others. He just chooses not to talk cause or his loyalty to Mr A I think

He was, but I think he was a dog that become half human were as the rest were a human that became half animal. As you stated but I think he is still more humanoid under his fur

So the others were human turned into animals, but fluffy was a dog turned into a humanoid dog? He looks about 80% dog though
