What’s a place holder

It’s like those chapter you see with a ph it stands for place holder so it means they are gonna upload it but not now so they prevent you kinda from not uploading anything. Basically saying “I’ll do it but not now”

So it means that no one else can continue with uploading the scans except for that person, right?
