I think part of it is because Amuro has shown again and again that he's too blinded by his hatred of Akai that he's willing to sacrifice everything that Conan has planned to fit his own goal while the FBI that he works with Akai especially is much more willing to look at the big picture. There's also the risk that since Amuro is still a noc and he doesn't have as good a reading on Amuro as he does on Akai he's being more cautious

So wakasa sensei is not a part of any organization?

It seems like from previous chapter she's trying to get rid of Rum bevause he killed Amanda and Haneda Kouji. She's shown that she's willing to sacrifice others to get the hit on him. I think their situation is one of those "the enemy of my enemy is my friend", except that Wakasa isn't exactly "friendly" about it. If I remember correctly I think it was mentioned that she used to belong to an agency before becoming Amanda's private bodyguard, and if we consider the fact that she knew Tsutomu I suspect she used to be in MI6

I don't remember properly but doesn't she blame Agent Camel for their deaths and not being able to take her revenge on Rum? At first she used to believe that Agent Camel was working Rum when she didn't know his identity. Idk if it's ever cleared up– if she knows that he is an FBI agent. Anyway, I think Wakasa's only target is Rum which can jeopardize other parties' goal to take down the Black Organization.

I don't think it's Camel that she blames for both deaths because he wasn't related to them, but she could be annoyed at him for his mistake when Camel met Rum while Akai was a noc, leading Rum to lie low which makes it harder for her to find him. That parts not very clear.

With your second point, that's exactly why I find wakasa unlikeable. I hate that she was willing to sacrifice and put the kids in danger just so she can have a shot at rum. She's too much of a wild card at this point, but her apparent knowledge of Akai's dad piqued my interest. I kinda want her and Mary to meet tbh
