it’s clear rookie is into the boss too whether he realises it or not, he happily let him take his virginity and kiss him, so i don’t think it’s a big deal, if they hadn’t done anything yet i’d say it’s weird

I know rookie is into the boss, but is still a big deal because the person is sleeping/not aware of the action, even if it looks innocent or, like you said, rookie would happily let him. Ofc he would let him but consent is always welcome and this boss, till now, is a king so I hope he can do that kind of thing when they're oficially a couple or at least both are fully aware of their feelings.
I do hope he stops himself. He seems decent enough but I suposse, with this narrative, Rookie is gonna wake up before he can do something or he's already conscious but he feels shy or awkward because he got kissed.
