I suspected the same too. I reread the series 3 times and I notice that everytime he thought of telling ML the truth, he suddenly changed his thought and talked about something else with the ML.
Right?? I compared it to when he was still afraid of revealing the truth, and he always narrated about how his family might have a spy to unalive him, so that panel in particular really stood out to me. It gave the impression that he was forced to stay quiet by something, like brainwashing?? I could be wrong tho

Could it be that his brother used something to silence him? I thought it was weird when i saw the panel of Soun remembering his brother's words when he wanted to tell Cheonho the truth. It didn't seem like fear to me, and this chapter too, he even admitted that he himself was confused why he couldn't confess the truth about his situation. So maybe his brother did something to him?? Idk
