I've read the novel, so major spoilers ahead:
The doctor works for Chase's brother Grayson. Grayson is the evil one. Chase is scared of dogs because Grayson told Chase that he had sex with a dog during his rut (it was Josh, and it was both Chase and Josh's first time), and that's the reason he went on the medication in the first place. Grayson is extremely fucked up, and an overall horrid person. Chase is genuinely really sweet when he's actually able to be himself, his brother fucked him up so bad. (I read it ages ago, so I may me mis-remembering this next part) I believe he also abused Chase in other ways, but like I mentioned, I might be mis-remembering

Read it again: https://novellist.net/novel/kiss-me-if-you-can-novel/chapter-75/
I don't know what you and others read, I read this several times here now, but it was probably a pretty bad translation.

I only reread the beginning in the link you sent lol. Adding on; Grayson literally confirms what he did. It just reinforced what I said in my original reply. Grayson in that scene is trying to water down what he did. It was really fucking bad, but bad people don't view their bad deeds as bad, so of course from Grayson's perspective it was only to "help" Chase. When we as readers, can tell that is in no way the case

You still don't understand why I linked it.
1. Wrong rut. I thought it would be clear by now.
What you wrote was incorrect. I thought you probably read a bad translation, because I read this several times now in the comments.
You were mixing up 2 different ruts, with years inbetween:
Chase first rut, when he still lived at home, was the rut where Grayson paniced and brought his dog Alex. He really did that. But nothing happened because Chase passed out.
The night he slept with Josh was later, when he lived on his own. He remembers sleeping with an omega and is afraid he raped him. Remember the first question he asks Josh, when Josh told him?
2.Grayson told Josh the truth, he wasn't watering down anything.
Grayson is an selfish asshole, who is also a phychopath because born manifested ( can' t understand emotions etc.), and his understanding of helping/what he believes helps can be really damaging for the recipiant, but he isn't evil.
As messed up as it sounds he really wants to help Chase. Because what he said about Chase is true.
Did you even read the extras? Grayson does help Chase there and Steward is still Chase's doctor.
And Grayson being the mastermind and Steward working for him is ridiculas.
Steward is the family doctor, and Chase's father is certainly aware of what's is going on. Or do you think someone who chips his children does that for fun? If Grayson doesn't take Chase to those parties their father would take care of it, and it didn't sound that Chase wanted to deal with his father.
Chase is taking medicine because he doesn't release pheromones. What do you think happens when he stops taking medicine and doesn't release pheromones? Those pheromones are like poison for them, they need to release them.
Chase only changed, because he fell for Josh. And since he now releases his pheromones willingly the situation changes.
I really like Chase, but Chase is only nice to Josh so far. To Josh he is sweet and a total green flag, and to his children. But that doesn't make him nice to others. And he is aware of what he did, he explained the paparazzi thing to Josh's sister and mom, the paparazzi provoked him to shoot at him, but really doing that... .
But since he is now with Josh, Josh will take care of that.
I still don’t fully like him, but I feel so bad for what he has experienced and is currently experiencing, experiences lie Tuscan be pretty traumatic even in the daily
