The bombastic distorted dialogue and ridiculousness of the artwork does indeed imply the Author is attempting to play this shit off as comedic. However, as you've read and so nicely quoted:

It's called a dialect. The korean version has it too. Dialects don't change what the manhwa is actively showing right from the start. Don't comment if you can't handle a reply. Empty cans make the most noise
I understand that everywhere has its own slang but this doesn't flow right in the official english translation. I feel the dialouge would read easier and much better if they incorporated slang terminology from the language their officially translating it to.
This translation makes all the characters sound like complete nincompoops instead of the gangsters their attempting to portray. I'm assuming that this is supposed to be comedy, however, the heavy presence of sexual assault & implied intentions for rape begs to differ—shit ain't funny at all.
In the end, this manhwa is a tricky one for me because I'm sure I will hate it but oddly I'm still here reading it to find out what's gonna happen to this poor boy.
