Exactly, he can't do it himself but he doesn't mean that he need 16 specifically. What I meant is, "accidentally" not looking left and right is not viewed as suicide(which 647 can't do) and more of as an accident.
It’s not about accidental or not. It’s a conscious decision to not look both ways. He can’t make the conscious decision to walk into traffic. He’s not worried about committing suicide, he’s too scared to directly kill himself, whether it looks accidental or not.
