He didn't exactly bully him. They were on good terms in school, but somewhat his friends started to bully him, and he never took his defense, even tho he protected others students who were bullied
I also wanna add that Taeyoon saw Jaemin sniffing his stolen shirt (he was obsessed with his scent) and TY felt somehow creep out. He never tell a soul about it though but Taeyoon’s friends realised it was Jaemin who stole his shirt. They used that incident to bully him. TY also accidentally pushed Jaemin off the staircase and his head bled a lot

I don't think he's seeking revenge specifically? he's just twisted and obsessed with taeyoon, I don't even think jaemin himself knows what he's looking for or what he feels towards him
