I think he was part of the experiment program, but with the aim to ultimately make himself a super powerful human.
I think things didn't go as planned and he didn't succeed in having Anya's mind reading, but I do think the little we've been given and his appearance point towards him getting at least part of procedures to make him a superhuman.
What if.... Donovan knew the experiments were going on and was aiming to save them? Orrrrr he was a part of it! I doubt he can mind read bc when he met loid, loid was thinking Intel and stuff. Had Don read that, loid would have been gone by now.
How sad that siggy had a play in Anya's past.
