Is he jealous or what?

So here she is giving her honest professional advice that his workload is too heavy and his own dragon may attack him one day when it runs out of patience and instead of actually HEARING her words he just always has to talk back. Since she’s the household’s dragon trainer and she’s suggesting something to do with the dragon it shouldn’t be considered “outside of her authority”. And to make things harder this man is CONSTANTLY switching moods. I can feel her frustration through the screen

Suppose one could call it "jealousy" though I'd wager this isn't even remotely romantic - rather possessiveness and the thing that Kaizen needs to learn (and his boss didn't learn either, so he's useless in teaching his dragon): sharing "toys", Building trust in "if this caretaker leaves for another task, they will RETURN instead of abandon (us)".
And while Kaizen learnt this already due to being involved helping with Durna, his Boss still refuses to follow his dragons trust.
