Yes. If it were now, they could adopt in America... but this manga is set in the early 2000s so at the time it's set.... no they would not have been able to adopt then either lol... the story began in 2004 and it has only been 3 years in the story so it's only 2007.
Adult adoptions are very common in Japan, child adoptions are not. But that's not what OP meant their post title says "about kids" so they're talking about them adopting children.
It's not like adoption is off the table. I think Souichi would actually really like to have a family with Morinaga, and adoption would be the way to do that. Idk if Morinaga cares about kids tho lol. Dad probably wouldn't be happy cause they aren't blood but we dgaf about him
