My guess is he has a basic understanding that procreation is how you keep a town running but killed outsider kids because they would have been too much of a burden on an undeveloped community with already very little to work with. I say this mostly because it feels like he sees his town as his "herd" or "flock" and so he knows that babies being born AFTER the making of the town is a sign of his "flocks" comfort and stability. Like prey animals in a slaughterhouse, y'know what I mean?
Based on the name of the title I'm assuming he's either an undead or a dead person brought back to life through experimentation like Frankenstein hence the stitches. I'm very curious about these hounds. Also... Maybe I missed it, but is there any reason those 3 kids get to stay in the village? The doctors daughter might've been about highschool age, but I'm assuming the son was younger. The kids don't really have a purpose or talent that makes them useful, and he doesn't seem to be the type that weak to children.
