
Ian already did in this chapter. This whole time all he did was feel guilty for leaving TJ alone in the gang even tho it's not his fault and TJ is very much happy doing whatever he is doing in the gang. He finally got his word out. So now there's no need for him to be guilty for something he wasn't responsible for because he finally said his piece and offered to help.

I don't think he still love TJ like he did before. They still gonna care for each other because their bond after all those years is still something precious despite the pain they both cause each other. Idk how they ever going to recover their relationship after this tho. There are people thinking this set up for TJ redemption but we'll just have to wait and see how it play out. Personally I think TJ will be fine even if he doesn't end up being endgame. Some relationship just can't be recovered and it's not a tragedy for it to end.
But I love them. Poor Ian wants to be a normal civilian Live an Honest, life. TJ wants power, control & money, he can only get that being a gangster. I hate Joe & Ian Together, but Joe can give Ian the safe boring lifestyle he desires. TJ Doesn't want to live that lifestyle & Ian needs to accept it and move on. They've outgrown each other.
