The entire family was always HUGELY dependent upon the Lombardi family, because Lombardi is a meritocracy. The previous Emperor never intended to hand over the crown to the current Emperor, because he knew he was weak and foolish (and the previous Emperor died because of that).
Of course, the "real" Lombardi know that the royal family is weakening, they just don't want to take their place as monarch. But they also don't want vipers like Angenas to take it, so they continue to advise the royal family to keep the kingdom secure. And in return, Lombardi has royal permission to ignore rank and not bow or cater to the royal family.

Yeah, because the Lombardis were super outstanding. He warned the current Emperor to keep an eye on the Lombardis, because they can basically take the kingdom whenever they want, which is why he basically grew Angenas like he did--they weren't anything special until he removed the Browns and put Angenas in their place.
The Emperors don't want to be puppet rulers, so they HAVE to lower Lombardi, but if anything goes wrong, Lombardi is who they go running to first. ╮(￣▽￣)╭
