It's far ahead into the story. Seokhwa unknowingly gets infected by the Adam virus through Major Kwak (there's too much lore behind it, so I'm skipping the explanation), thus making him the carrier of a new kind of Adam virus. His blood literally transforms a person into an Adam. In short, Dr. Seok becomes the no.1 threat for the city.
Dr. Seok is far from immune.
