FL is stupid despite her previous life.
Penelope is a normal Corp office worker thrust into a fantasy world that isn't so in your face with fantasy. She still worried about normal things,money,food,land. It's a surprise because she never had to deal with that. She lived work until she died. Probably never moved up the corporate ladder and never had to deal with corporate politics. And since when did everyday people have to worry about getting murdered. She knows what she has to do and normal people don't think about murder and plots from people they rarely see.

Because she’s not overpowered or some shit because she’s not overly OP or some shit like that have you been reading too much, Shounen because she’s not a Mary Sue character that immediately knows that she’s supposed to do this when she’s busy with a lot more important things that she has to figure out. Maybe if you think she’s stupid you shouldn’t be reading this. The FL lead has memories of being an employee in SKorea but corruption, slander, poison and plots against her surprise her. She hired anyone so easily without thinking about a person's morals. She is just stupid for that.
