Idk if this is what ur asking for but this is a rough overview of the plot:
The Korean government is trying to re - develop this land into a nicer urban area. Before they redevelop the land tho, they have to negotiate with the citizens, and come to an agreement about essentially kicking everyone out to rebuild. The political parties are split between conservatives who want to redevelop at the expense of citizens living there, and liberals who are opposing the evictions in congress. When the story starts, 2/3 of the area is in agreement to re-develop, but the last third hasn’t agreed. This is revealed to be because of the boxing gym, and the residents who are addicted to gambling, that see this as their only vice.
Initially, the other business guy ( from beginning of chapter 14 ) was sent to the area to figure out how to make the last 3rd agree. He spent 3 months there, and couldn’t figure it out, so it was sent to a higher up (main character/ businessman). This is why the office workers think he (main character) got demoted, because technically it’s a bigger position to be a diplomat, but it’s actually just exile. The congresswoman from chapter 1 has made her campaign about this redevelopment, which is why she’s pushing so hard for the main character to do anything and make the last third agree (which comes down to the boxers decision ).
The plot is essentially the boxer deciding whether or not to take advantage of the businessman, and the businessman deciding if he wants to sell his souls to advance his career. Idk if any of this is right but that’s my interpretation lolol, lmk if u have questions
Interesting how many people dont get the plot and are confused by the narrative
