Imo I feel like he had feelings for Ha-jin but because he was so focused on finding him and focusing on getting him he never realized he had feelings for his secretary/bestfriend, probably saw what he felt for the secretary as just a best friend thing.
After reading from the start I honestly don't think Blondie had actual romantic feelings for the baker...like he moved on way to fast after he saw him smiled. I honestly think Blondie has feelings for his secretary but isn't aware of it??
