Did you ignore the part where it would look weird, ie unnatural if they did due to being inconsistent? Also yea sometimes an artists drawing too much is too much. There's a running joke that the person with most complicated outfits die first. Artists who draw really good comics are forced to draw more panels and draw X better and add more detail and end up dying from overwork. Or on the flip side: they draw worse or less detailed to meet deadlines. Or are forced in place to keep drawing and drawing. Ever looked up what happened to Mappa studios?
Even comics or animes that do draw body hair it usually looks more like a joke because they don't draw as much as a normal human has: because it would be too much. In real life it looks fine and we understand, in comics you just look like your coloring the leg in with small scratches.
So yea. There are a variety of reasons body hair isn't drawn. And they're not bullshit reasons. You just don't want to consider them or look into why there's precedent. You instead stand on your soap box and be rude about it. If you want to see a lot of normal, natural body hair then go draw that comic yourself. But body hair: full body hair has usually never been drawn. Heck you can go to any art museum and see Renaissance paintings without full body hair. And razors or shaving for full body wasn't even invented yet then.
