Personally, I think it's both. He has been told all his life that he's stupid and forgetful by everyone around him (and has been physically abused as well), so maybe he truly believes it. Goldfish in real life have actually quite good memories and are quite intelligent, as they are capable of problem-solving, spatial awareness, and object (and face) recognition among other cognitive abilities. The fact that they're known as being stupid and forgetful is a widespread, outdated myth! It's sad, really.
