From an old spoiler the one currently residing in the Emperor’s body is a previous Emperor from long ago. He would take the body of his descendants to continue his reign over the empire. He conspired with the Evil church to do so.

I saw a spoiler from black app that guy was the Emperor but was possessed by someone else by the leader of that order something. Which means if its true emperor was already dead Σ( ￣□￣||)
