Remember all those Zombies in the boat, and the dead students and director that were alive when they were actually killed (the story happen during the school arc) Undertaker was responsible for all of them, they were tests and they didn't have any souls but Undertaker made them better each time, no suprise he would manage to do Ciel Phantomhive.

Me too, and I think he still wants to, but I think the twin is just another test, he might have learned about the real Ciel through Sebastian's memory and decided to cause a mess
