Because he never sugarcoat things. He tolds him exactly as it is. So when he said he loves him, the weight of the words are not something he said just to comfort him. Similarly he also never lies to Lee Seodan about his feelings right from the start

That's the point. It was necessary for Lee Seodan to understand that this will come up again.
