It seems more like there was a food shortage, and their solution was to turn unemployed people and other people into cattle to produce more food. The implication seems to be that it is working, and that because it is working the world population shot up.
Milton's semen is probably going to be studied to determine what genetical factors are necessary to turn a human into a high quality cow-human. If they know which cattles produce the most or the best quality milk, then they're going to want more of those to feed people.
From the aspect of people using other people as cattle, this borders more on cannibalistic themes.
