Iirc, in Japanese media/culture, "staying by one's side" is like a mutual understanding/confirmation that you're together as a couple. So when Souichi said something to the effect of letting Morinaga stay by his side (we know this isn't literal because Morinaga is moving away for work!), that's pretty much him making it official.
Plus, he said, "we're not doing anything wrong" at one point. Also there's the episode with Souichi's student flirting with him. He clearly set a boundary with that but the same boundary was non-existent for Morinaga.
