Incest is when people of the same family have romantic or sexual affairs. Not everyone in a family is really blood related even if biological but it's still incest. Biological family, adopted family, found family all count as incest and it's weird even if it wasn't. Imagine growing up to loving a toddler you watched grow up and who called you "mom".
Thanks for elaborating but I never really commented on it being weird or not weird. Incest is strictly used in the real sense to emphasise the extent of legal penalisation or taboo. It incorporates factors such as consanguinity or affinity in a degree where it may cause legal prohibition or question.
It may seem like incest, but it is not incest in legal terms, because they are not involved or attached by any relationship such as legal guardianship, adoption or direct or indirect blood relation. Sexual affair is the last thing obviously..
