I think that Sejin considered their bond an abnormal one because it was forced and that’s why he couldn't sense Known Ido’s feelings and memories, so he assumed that neither of them felt anything.
But if i read it correctly, he sensed ido's feelings the first time too D: not sure of they both shared memories the fort time but senji definitely talks about sensing ido's feelings.
Maybe I got more info because I also read the novel. What I recall is that Kwon Ido fully bonded on his side (memories, feelings, rut) but Sejin didn’t. That’s why Ido remembered their first life and Sejin didn’t. I have read similar cases on other webtoons and they call it “one-sided bond”. It was until the second time they bonded (on the desk, very classy) that Sejin received all the memories and started to perceive Ido’s feelings.
