I was thinking he might be acting as Perez's spy, someone he secretly made a deal with to catch the Queen in a trap. Probably promised him something better than the Queen did. Cause he's giving off too much "secret hidden weapon of good guys" vibes right now, especially with asking for the land deed. It doesn't make sense unless he was helping someone else behind the Queen's back, like you said if Angeas lose their power he's screwed unless he isn't on their side. Classic, "I'm about to betray you" set up and if that is true and he is a double spy then I can't wiat to see the Queen's crashout when she discovers this.
