Baeksa is a spirit of a dragon he possesses no permanent human body if im correct
For what I understood Baek-sa as he Is now Is an incomplete being, he is half the sould of what was one a celestial dragon, so his real form is not human-like.
If I've learned something by reading east-asian literature though, he could be choosing to form a human shell but its appearance would be up to him.
