I think part of the reason he's hesitant is because he's worried about her.. Unexpected things happen. And she's the type who goes in head first. He has said it before. Plus, it's mostly upto him to clean up the mess created by her.
The only thing that annoys me is that her brother is hesitant to everything despite the circumstances. I'd get it for her fighting Royals (though I like that her fists don't discriminate) but when there's actual danger??
