I think he’s always been gay as far as I can tell. Remember the phone call he had with his adoptive siblings who were threatening him because he “ran away” with the settlement money and they mentioned that he is destined for a terrible lonesome life because he’s gay and no one will ever love him (which led him to try and kill himself before Baekhee stopped him). That means they probably found out he was gay even before he came to Gicheon. And because he’s gay, it’s possible for him to develop a crush on Baekhee.
