no, op is right, there was another brother (he was the scholarly sort who was not really interested/present in imperial matters). Pavel is the crown prince's mage/wizard (the guy who's spilling his tea to llewyn rn)
I thought llewyn implied that pavel is the 2nd prince who's not interested with the crown? I forgot which chapter when that happened tho, it was like early chapters when pavel appeared
I really don't remember much of the earlier chapters but wasn't there another brother? The second prince? I guess the author is planing to overthrow the first prince and make the second prince the king. That way Llewyn and Esteban could live their lives without the shackles of the politics.
