It's not what they want it's what the heads of this fked up whatever they are part of decided. If the black cat doesn't become a dominant then his partner will have to be given to another dominant. They want a child from them but they don't care who will mate the white cat. That's what i remember. So they created mino for the sole purpose of using him.
