Basically Hima is on the run: from what we know he came from the inner city (this place where there's apparently political strict control and the rich elite people live), he went out with team 4 and for reasons unknown he is the only survivor of the team. The tortured guy is Hima's childhood friend from the inner city. He was tortured and forced to testify against Hima, making Hima the bad guy for the public of the inner city. We don't know the reason or agenda behind it yet.
What we know is that the situation is a bomb ready to explode:
1) In the outskirts, the village where Hima is, people from the attacking teams (like team 4) are called mutts and perceived as enemies and a threat. As soon as Hima's powers or regeneratives capabilities are discovered, things could spiral down. If rightfully anxious about his partner seeing the healed eye.
2) The rich armed people from the inner city are making of Hima a public enemy. We don't know their agenda but we know they attacked the outskirts and outer poor villages on different occasions. If the appear again to do so, Hima could be especially in danger.
Reading other comments: Hima doesn't have regenerative capabilities per se, but he's healing due to the intimacy with Then, a guide. Still, not something normal for the people in the poor village.
