you can assume many things but its better to assume the runt of the litter option instead, the author might never explain why hes so tiny in his cat form and for peace of mind during reading the runt option is more fitting
also tigers are the biggest cats in nature, so ofc small black house cat would look extremely small in relation to a tiger

Grown cats specially the fluffy ones (Ragdolls, Maine coons, ect...) are typically large
